The "Development Plan" clearly establishes a comprehensive charging service system, focuses on promoting the construction of self-use charging piles in residential communities and public charging facilities for parking Spaces (fields) in public institutions, enterprises, industrial parks and scenic spots, accelerates the layout of fast charging facilities in service areas along the trunk highway, and actively promotes the construction of centralized charging and replacement facilities in parking lots in public service areas. Strive to meet the intercity travel of new energy vehicles in Zhengzhou and the charging needs of transit electric vehicles outside the province. Among them, through the combination of "personal charging pile + unified construction and management, community autonomy + orderly charging technology application", combined with the transformation of old residential areas, promote the electrification transformation of parking Spaces in residential areas, protect the installation rights of residents' personal charging piles, so as to be fully installed; Encourage conditional charging facilities within the unit and residential area charging facilities to open and share, improve the charging service capacity; New service areas of expressways should be equipped with fast charging piles or reserved charging facilities interfaces in accordance with a ratio of not less than 40% of the total number of parking Spaces; In public services such as public transportation, sanitation, logistics, and commuting, charging and replacing facilities should be built along operational lines according to local conditions, and by 2025, the proportion of parking Spaces in public service parking lots equipped with charging facilities should not be less than 25%. Improve the intelligent management level of charging facilities, promote the interconnection between municipal platforms and operating enterprises, establish and improve the data transmission standards and data collection mechanisms of charging facilities, promote data sharing among enterprises, and improve the convenience of charging for citizens; Strengthen the product quality and safety responsibility of automobile, battery and charging facilities manufacturers, and strictly check the quality and safety of construction, design, construction and supervision units; Encourage charging facility operators to prioritize the construction of supercharging facilities in commercial service areas, high-speed service areas, transportation hubs and parking lots along the main road, and support the construction of additional photovoltaic energy storage equipment in supercharging stations; Promote the construction of demonstration centralized public charging stations, with functional zones such as power supply, charging, fire protection, business and rest, and explore comprehensive charging scenarios; Support advantageous enterprises to develop projects such as machine assembly, liquid cooling gun line production, charging pile production, photovoltaic equipment production, energy storage equipment production, and power supporting equipment production, improve the industrial chain, and accelerate the formation of a ten-billion-level charging equipment industrial cluster.
