Under the "double carbon" strategic goal, concepts such as zero-carbon parks and near-zero-carbon industrial parks have been proposed, and local governments, enterprises and social groups have been enthusiastic about participating. However, how to build zero-carbon parks has lacked an enforceable standard system for a period of time.
On May 22, the author learned from the Market Supervision Administration of Inner Mongolia Autonomous Region that in order to solidly promote the landing of zero-carbon industrial parks and form executable, referable and replicable norms and standards, Inner Mongolia recently issued the local standards for the Measurement and Evaluation of zero-carbon Industrial Parks. On the basis of the published local standards of "Green Power Application Evaluation Method" and "Zero Carbon Industrial Park Construction Code", it takes the lead in forming a complete local standard system for zero carbon industrial parks nationwide.
The local version of the zero carbon industrial park standard fills the gap
Zero-carbon industrial park generally refers to the total amount of greenhouse gas emissions directly or indirectly generated in a certain area, which is offset within a certain period of time through technology, trading and other means to achieve zero carbon emissions.
As a large province of traditional energy, Inner Mongolia has rich scenic resources, of which the exploitable amount of wind energy resources technology is 1.46 billion kilowatts, accounting for about 57% of the country, and the exploitable amount of solar energy resources technology is 9.4 billion kilowatts, accounting for about 21% of the country. The "scenery" is unlimited, and the potential is infinite, and it is an advantageous area for the construction of zero-carbon industrial parks.
In April 2022, Ordos Zero Carbon Industrial Park was officially completed and put into operation. The park builds three pillars of a new power system with new energy as the main body, a zero-carbon digital operating system and a green new industrial cluster, and plans to help the local government achieve 300 billion yuan of green new industrial output value by 2025, create 100,000 green high-tech jobs, and achieve 100 million tons of carbon dioxide emission reduction per year.
Subsequently, Erdos City Chizheng Industrial Park zero carbon clean smart logistics park, Baotou City Dalhan MAO Mingan United Banner zero carbon park, Tongliao City 10 million kilowatt landscape hydrogen storage ammonia integration zero carbon industrial park... From the autonomous region to the city and county, Inner Mongolia has boldly carried out zero-carbon practice and emerged a number of zero-carbon concept parks.
Based on the construction practice of zero-carbon industrial parks, Inner Mongolia has taken the lead in formulating a local standard system for zero-carbon industrial parks in China, providing unified and clear forward-looking guidance for the construction of zero-carbon industrial parks from the aspects of planning layout, statistical accounting, emission reduction paths, assessment and improvement, and information disclosure.
